One of the other reasons (apart from global warming) for increasing flood danger in the South is the isostatic rebound after the last glaciation - Scotland is still moving upwards after the removal of the weight of a kilometre thick* ice sheet.

This weight was roughly 80,000,000,000,000,000kg (16 zeros). If you move the population of the world to Aberdeen, this will be insufficient to counter-act isostatic forces, at it weighs around 740,000,000,000kg* (10 zeros).

It's not even worth trying.
